A couple of one way valves, perhaps? This makes me think of the diy compressors I have seen, as well as the pressure boosters they have. It might be possible to build one on the cheap (which is more fun that throwing money at the problem) if combined with a short stroke, wide cylinder. Like this, maybe:

I want to build a pump. And it should be cheap to make.
